Apple has already released two beta versions of iOS 6 (beta 1, beta 2), which was unveiled at the WWDC 2012 Keynote last month.

As you can see from the chart below, Apple typically releases 5 to 8 beta versions for a major iOS software update.
The fastest release (if you consider only the major iOS software update) was iOS 4 with 74 days in beta. Apple released only 5 beta versions of iOS 4.
The slowest release was iOS 5 with 128 days in beta. Apple released only 8 beta versions of iOS 4.

Apple is widely expected to release iOS 6 few days before the launch of the next generation iPhone, which is expected to be available in October.
While it doesn't tell us when Apple is going to release iOS 6, expect Apple to release at least 3 to 6 more beta versions before Apple releases it.
